Open Deck means the bores look like they are just sitting in the block, closed deck means the bores are attached to the block via webbing cast into it or if you close deck welded back in there.
As far as doing it your self, there is prolly no reason why you cant but you would need to rebore it after at a minimum and possibly re sleeve. Just use an EJ20T closed deck (early one) as a reference
