yes what he said above is correct, its illegal to discharge it into the environment, most mechanic's and air con. places will do it for free, some don't.

Isn't it illegal (with a large fine) discharging R12 and R13a gasses to atmosphere?

its not just R12 and R134A that are illegal to vent. Most refridgerants have some legal issues attached to them these days. LPG is the only one that you can vent but alot of people don't believe in putting it in their cars for fear they might explode

In Addition to that, you can 'secretly' get rid of it into atmosphere while noones looking but if not, just do wat AlpineRaven said and take it to a qualified aircon bloke, they have to have the recovery unit to do it so most general mechanics don't have it unless they specify that they do aircons as well

By using a reclaim rag so no one around you can hear or see what you're doing, otherwise Peter Garret will get real sad real quick. It is hella bad for the ozone though, each moleculey thing of R12 kills like a 100 ozone moleculy things and they go on to kill 100 more each and its just a vicious cycle or something, i should have paid more attention at trade school but thats the general gist of things. some people have said about LPG or natural gas as air cond, is that true? Is it better? If its better why don't they do it in these days?

...and second hand compressors - never had much luck with these.
Is the donor item fresh / charged / operational?
Understanding a new one is $1000+, second handaround $200-300 with no warranty?
Depends on your pockets as to the better option
