I can't remember having seen shut down circuits, but it is probably crash protection related, ie you crash it kills the engine and fuel pump to prevent flames whilst you are stuck in a mangled subie.
If you have no spark then there is a problem in two possible places...
1. The ignition circuit - go to your FSM and follow the diagnostic procedure for the ignition circuit, test it exactly as the procedure says.
2. The crank/cam angle sensor - if these aren't working right, the ECU has no idea where the engine is at in its cycle and can't fire the coils. It won't open the injectors either. Do the diagnostics for those circuits too.
Before testing 2 though, take the exhaust off and crank it, if there is a fuel smell then fuel is being injected and the cam/crank sensors are doing their thing.
Also, ensure that you use the EJ ECU harness starter connections wired into the L harness, rather than the L starter connections.
