I concur.
There are a few mods you can have done to the motor while its apart, the cost being mainly labour (match porting heads etc), but at the end of the day there isn't a lot that you will notice without going nuts on it. Supercharger is the best bang for buck, but if you want to keep it NA maybe go 20 or 30 thou over on the bore and get pistons and rings to suit.
How extensive is the rebuild?

extensiveness is relative to expensiveness.

I have not ruled out the super charger option yet.... but i need to get the engine A1 first... i guess super charging the ej22 will give me the maximum power i can possibly get into the hatch without cutting the chassy rails.

It'd probably come close, other option would be to run a turbocharger and with a bit of ingenuity and whatnot its probably possible to avoid crossmember modification...
The EJ23 idea is a good one, wouldn't really go hand in hand with the forced induction idea but it's a good option for an NA build.
May I ask what the budget is roughly? Remember performance usually comes at a cost, the cheapest option of course is a standard rebuild. Oh and by extensiveness I meant is it a full engine rebuild with new bearings, pistons, seals, gaskets etc? Or is it a top overhaul with maybe some attention to the bottom end?

you could fit some new cams im not sure of the exact hp increase but it would have to help. http://www.tighecams.com.au/profiles3/subaruej22.htm also an aftermarket ecu to fine tune it
