Yeah this is an interesting one. I'm 99% sure that over here you're allowed to have one of these mounted on the front bar off to one side so long as you're carrying a fishing rod, if you're not carrying a fishing rod it becomes a pedestrian hazard or something stupid... I'd definitely be putting that to the left hand side of the car, right if you're standing in front looking at it! I reckon Paul just got a tight arsed cop that needed to make his quota for the week...
