1991 Liberty steering shudder

Hi Guys,

I'm having a look at a 1991 Liberty Wagon tomorrow evening that has recently been reduced in price by $400 due to what the owner described on the phone as some kind of shuddering of the steering system while turning the steering wheel, even when stationary. I'm just wondering if this indicates some obvious problem that happens routinely with these cars, to help me decide if the $400 reduction is worth me buying it and fixing the problem myself.

BTW the car has done about 160 000kms if that helps..
