L-series TW - Fuel Gauge

Is a L Tourer (tacho instrument cluster) Fuel gauge read empty when ignition is off or does it remain at tank level?

Mine shows 1/2 even when battery disconected/ign off/ign on.
I measured the resistance and the sender is in range by the manual.

Basically I havent had much luck in getting this one out of the garage and on the road due to a number of frustrating reasons, hence the reason I havent filled it up yet to find out otherwise.

They stay at tank level.
