Measured up the welch plug in the side of my IHI VF4 turbo as close to 12mm can be, I google it to find others have tried before at parts places here in Oz and met with no listing sort of thing.
This must be about the last 'replaceable' , 'consumable' mild steel item left in my EA82T-S that is original and fear it will be the weakest link when it gets going (says he, looking at a tube of Silverseal original formula made in USA)
Ebay has them in the UK, but surely we don't have to go to those length, again? Anyone ever had to replace these turbo welch plugs ? NO , i hear. Anyone got a good place to get them?
I suspect they are smidge less than 12mm

I don't think it would be a specific subaru part - a generic welsh plug of the desired metal type should be able to be ordered without any hassles. If it were me I'd write/tell my parts joint what I'm after and they'll chase it up for me. If they can't find it then it's near impossible to get in oz - which is where the beauty of the internet kicks in... At least you know you can get them somewhere.
A good parts store should make some calls rather than relying on their parts manuals that "tell" them there is no listing for such an item... That's why I stick with my local one near my pero's joint whenever I can.

Got some!! Did a bit of a ring around. Repco no longer have it as available item. Tried a coupla machne shops, first was out of them , second had both 10mm and 12mm.
Got a pair of each pick up

The inlet manfolds of mpfi EA82 including EA82T and EA82TS (pider) use 10mm.
Easiset removal was the first where just a halo was left, the second, I drilled a hole of about 2.5mm scrwed in a wood screw and reefed it out with a pair of pliers, making it the second welch plug I have never had to fish for inside the water jacket and force it out.The one at the rear was the halo, one at front was actually very good condition until I drilled a hole into it

Now, to try a turbo on the 12mm ......
