heater fan design - self cooling tube ?

Just got under the dash to pull the heater fan outta my L Series due to no fan blow, tested as DEAD, swapped in a spare marked 'works well' (forgot to mark it as L or MY, but it fits) the fan speed do dad rusty as all , as was its screws. There was even a drop of water coming down from the rubber tube elbow of about 12mm diameter giving rise to suspicion that the obligatory L Series front screen leak comes down the elbow into fan motor itself and over time SHTOPS. Wonder if water that gets into this region actually channels itself here and nowhere else?

Asking self out loud what is purpose of this tube other than to drown my fan motor. Is it s self cooling idea blowing the light air pressure back into itself as air (NOT WATER) cooling?

Thinking I might make a T junction from hose to add a drain or J or S bend to prevent further drowning ?

Yeah I too think it is for cooling. As for stopping water, maybe a small hole at its lowest point may divert the water
