need help of my Forester

Hi Guys,

really need your opinions, Subaru Forester 2006 X, very basic model.

when insert the key, turn on the lights on the dash board, there is a noise coming out and keep going when driving, stopping for red lights......

tried to hear it nearby, but it seems like the noise is coming out of somewhere nearby the engine.

when accelarating, sometime i can feel a delay and then speed up, feels like your shoe is slippery for half second and then gain the friction.

Also, when waiting for the red light on the road, engin is idling at 400RPM, occasionally can feel the car shake a little bit, sometimes just once, sometimes couple of time, but the RPM of the engine does not jump up or down.

it was ex-goverment car, and i knew those guys are really tough driver, any suggestions?
