You are in a state of some wealth aren't you? In the east we see that sort of charge from some workshops mainly dealer and they can be dearer too. $88 to 90 per hour about standard rate. Waste removal is a bad term to use, should just be sundries - sort of goes toward a holida... um overallls supply and clean, hand cleaner, degreaser, phone calls, membership and other incidental costs associated with running a business so it does not come out of other profit margins. Environmental is another modern name used east.
I can replace one CV shaft in my Brumby in 45 minutes with a jack and hand tools, that includes disc and hub removal and lots of other bits to make life easy.
What this guy had to do for you per side,
remove split pin off 36mm nut
loosen said nut
raise car
remove four wheel nuts
remove wheel
remove two caliper bolts 17mm head
hang caliper off spring
undo 36mm nut and remove hub with rotor
send off for machining or do it themselves
and then refit
my estimate - less than 30 min per side

The business has just left a message to say that they have found some replacement wheelnuts but aren't able to locate a wheel so mine will have to be machined/repaired on the inside where the drum dropped down onto it and gouged it. I don't want it machined....won't that weaken the structure? BTW Its a Peugeot alloy 15"

another is called alliance rim repairs in malaga. http://www.alliancerimrepairs.com.au/
both places heliarc or tig weld the gouges, machine back to the original profile, good as new and just as strong!
