the fan would probably be a restriction when it's not on though (because of the big bit in the middle that doesn't flow air - the electric motor). And if you are not traveling along fast enough for air to be rushing through the scoop then your turbo isn't going to be generating enough heat to raise your intake temps further, so it will just cool down by itself - this is probably the thinking of Subaru over many years or else they'd probably mount one.
I do think it would be beneficial if you like doing static burnouts or heli's lol :)
It's funny ppl always rekon they know better than the manufacturers, like fitting a manual switch to radiator thermo fans when they are automatically controlled anyway!

The Intercooler fan is a fairly common mod for offroaders with top mounts.

A lot of the mods discussed on here are for situations Subaru never expected their cars to be in, like deep soft sand low range churning or or the Fan switch for water crossings.

i get what your on about andrew, its the same with people thinking they can get an extra hundred horsepower from a massive exhaust, its just bull sh*t. except when you actually do some work to the engine to require the exhaust.
it all depends on what your doing it really does, rally subarus dont have fans cause they are going fast enough suposidly, drifters use a front mount with fans cause they upgrade the turbos and all and need massive power.
somthing that might work, MIGHT!! water spray....
its used on track and hillclimb cars with effect but in a 4wd where you need more power for a few seconds maybe just cooling the intercooler enough would do it.
