If you look at worn or broken belts you often see scuff marks on the backs of them , I wouldn't think they get these off the idler and tensioners .

If the hydraulic rocker pivots were an issue then new belts at the correct tension wouldn't make any difference .
I reckon the noise is caused by the belt being under tension when pulling against the valve spring and the cam then being pushed forward by the spring after the nose of the lobe passes the rockers wipe pad . I think the backlash makes the valve train rattle at very low revs .
It generally only happens at idle type revs unless the hydraulic pivots don't pump up so to speak . My old engine took time to prime its rocker pivots after a weeks down time (lower turbo water line) but they came good after a bit of warm running - it had new belts and reset the tensioners as mentioned above .

The rebuilt engine having all new seals can run a decent synthetic oil , Mobil 1 Racing 4T 15W50 in my case , and not leak it out everywhere . Admittedly its rocker pivots are lower mileage than the old engines 311K ones , its mechanically quiet for an EA82 . It will have its heads re torqued and tensioners reset with a few more miles on it .
