The yanks and canuks RS Legacy/Legacy GT`s were all 2.2l, they had a non intercooled, closed deck, VF11 turbo, SOHC, EJ22T.......same block as used in the Pretzel 22b(Wide body WRX STI 22B, Jap and Euro delivered only).
Up until recently Subaru was still obliged to supply spare parts for the 2.2 turbo....so you could still buy a brand new EJ22T short motor from Subaru USA(close deck 2.2 with oil squirters). Cars are now older than 10 or ? years so Subaru no longer must supply spares...so they don`t !
EJ22 Turbo is a very stout performer, EJ22 + 257 crank and custom pistons + good turbo heads & cams = giant killer !

Seems like a far more complicated proposition aquiring/building one of these motors than modifying the chassis rails of an MY - it's really not a big mod.

Why not have an Australian EJ22 built up with beefier internals, EJ20 turbo headers & turbo then run it all on an aftermarket wire-in computer like a Microtech?
Chassis chop is not dodgy. I doubt any respectable engineer would have trouble passing the rail mod as its not exactly a highly loaded area of the subframe. The section that you cut holds the weight of the frontend and is your crumple zone. Properly done there should be no issue.
