Depending on weather you have a lift ir not (lifted) go for the Nankang Wild Conquer they are about the best value for money. Unlifted your choice on what will fit inthe arch and still allow you to drive normally.
As for a wheel carrier there are plenty that make them but what model is it for and are you after a carrier or a replacemant bar type?

if you're handy with a welder& grinder the wheel carriers aren't to hard to mod or make from scratch.the best bet is to make up a bumper replacment.where r you located?
