MY steering rack pad adjustment

In the manual, it says to tighten the adjusting screw on the rack pad until the turning force noticably increases, then back off 15 degrees. The thing is, it seems to increase in tightness gradually the whole time I am tightening it, and I am not sure what is a good tightness. Any suggestions on how tight it should be?
