Bad repair shop?

I found this story i know it is a Pajero but the workshop guy must be on drugs or a plain DH

A full engine rebuild at there cost would be acceptable.
They caused the issue, the need to fix the issue.

Sounds like the washer has scored the bore & it now has massive blow buy past the rings....
