not really sure what they are called, just looking for the black plastic (i guess u call them flares) which sit over the wheel arch.

Clark rubber. Two different profiles available. They sell it by the meter.

how does it work if they sell it by the mter? isn't it molded? isn't it soposed to extend the width of the arc for legal issue with larger tires?

It's an extruded, flat (with a profile on its cross section) wide(about 2"
two widths available) strip of black rubber (flexible on its length) that you cut to length and place around the wheel arch. You see it alot on old Landcruisers and Patrols etc. and I've seen it on a few Subarus on these forums.

4wd outlets sell it. It comes with a 1.5mm wire which is pushed thru/along the rubber, hence it holds its shape very well. I've seen the clark rubber stuff,buts its not made the same i don't think.
Yes I used it, as the desert rats do have a wider stance (offset) not just bigger tyres.
comes in 2 widths, you'll want the shorter, um 38mm?

Are the rubber flares from Clark rubber fitted by drilling it to the bottom of the wheel arch?
If not, how are they attached?
