if EA82T > MY fails....due to many reasons

my back up plan has just arrived in the thoughts dept. My NA EA82 block that was to try with turbo heads and turbo may just end up with turbo or efi heads, the inlet manifold fed NA LPG taking advantage of the better? flowing/breathing looking EA82 mpfi heads and with a stuffed turbo exhaust cross over pipe fitted to take advantage of the exhaust intersection to mimick turbo sound. Anyone with knowledge got any reasons to shoot holes in this quick thought?
I am thinking I may not achieve my Brumby EA82T dream due to $ome reasons in the approval $ide of things re engineer, RTA emissions te$ting, and the EA82T power may be too much for my old Brumby - or was I thinking of the STi powered Brumby I was in ??
