2002 Outback Airbag light- Not clearing codes

Hi,
During the process of my JDM WRX conversion into my outback the airbags/ module had been disconnected when the dash and loom was all stripped out.
Now that the conversion is done, I am getting an airbag light. The codes read 11, 12 and 31. These are both interior airbags, and one of the crash sensors.
Taza and I on the weekend just gone pulled the dash and checked every single connector. Everything is plugged in. When trying to clear the codes using the two pins, we followed the steps of:
1- Insert pin into pin 2, codes flashing
2- Insert second pin into pin 3, codes supposed to erase. However with mine this second pin doesn't seem to do a thing the codes just keep flashing as normal.
We checked this by disconnecting an airbag pretensioner, code 61, now this code is also stuck in the system and won't clear.
When I have both pins for the airbag diagnostic plug inserted with the ignition completely off then turn it on, the airbag light seems to just dull and flicker a bit but nothing happens.
We think it could be one of two things:
The module THINKS the airbags have been set off, so now the module is cactus.
Or-
One of the pins or both for the airbag diagnostics aren't grounded properly so they aren't working to clear the codes. Would grounding my own two wires and inserting them be worth a try?
Otherwise we are out of ideas. Any thoughts?
