What's this for a.on a 92 rs....

it looks to be the plug for either a fuel pump relay or and ignition relay. Im leaning towards the ignition relay, going from the pictures here

What ever it is, it has been bypassed and looks to be in the permanent power position.

the other empty plugs should have relays in them as well

could be the cause of your fuel pump not working ...?

Yeah it is the ignition relay, but it for the car to work, both sides should be bypassed.

Having this bypassed should not be a long term solution, its designed to switch on and off with the key

ignition relay plug:)
