Is the Air Conditioner always switched on? This is the only factory measure that would run the thermos no matter what the temp is...

Maybe see if you can find the relay to replace it. I've seen them stick in one position before. Might be stuck on.

are they ecu controlled ? In some Commodes it is a distress signal that something non related to cooling is wrong (GMH style of error code)

Ive been researching a similar problem on another forum. it seems its very likely the water temp sensor might be faulty (emitting the wrong resistance). The ECU detects a weird signal and just puts the thermo fans on permanently to prevent the engine overheating. Usually doesn't spit the engine code.

Check engine codes. If the engine temperature sensor is disconnected the fans run even with ignition on. Does this happen now?
Engine temp sensor cheap to buy but looks hard to remove under manifold.
I'm having a go at mine this weekend

I just changed mine on EJ20G turbo, very difficult but can be done without removing inlet manifold. I've heard it's easier on an EJ22 but can't confirm that myself.
