interpreting FSM dizzy install EA82T

Is it me (again)?
Got these instructions from the 88 Vortex download for the 4 plugger ECU model, find it is no different here for EA82 of any sort. Never had success following these instructions and worked out to set up differently, but now tricked self as this is not a three plug style dizzy I am about to fit. Got some real steptoe notes to follow in reverse and describes how it all looks when finished - I'll keep them to myself until sorted one way or another
10) Install distributor, proceeding as follows:
( 1) Bring #1 cylinder piston to its top dead centre on compression stroke. Set camshaft sprocket to the position shown in Figure 44.
Surely nothng is changed from TDC between the two different coloured instructions, so why ? just checking?? I ask coz we have just been instructed to fit cam belts so everythng lines up correctly ??
Figure 44 shows timng pointer on fly at 0 - or TDC
(2) Align distributor housing match mark with pinion gear match mark to set #1 cylinder at igniting position
(3) Install distributor to camshaft case......
