my car struggles to start sometimes, and smells rich when this happens

*1993 Subaru GL, EA82 motor, carburated*

I have plenty of power from the battery and starter motor.
So much if I leave it in gear it rolls the car.

But sometimes it takes 5, 10 maybe 15 seconds to actually fire
while other times it fires instantly.

When it takes a while to fire up, it always smells rich, like as if I'd just spilled some petrol?

What's the cause? Can it be easily fixed?
I'd rather not waste petrol due to poor starting.

when you start your car, turn the ignition on and press the accelerator once (this sets the automatic choke to on) then start the engine. it should start directly without using the accelerator.

Do all carburated cars work like this?
Every vehicle I've driven on a regular basis before had electronic fuel injection.

So my car is working properly, but I just need to tap the accelerator?
If so, I'm glad there's nothing to fix and I can stop helping Shell get rich quicker.
