Yes Its Normal. Give It Shit In Reverse In Sum Gravel And It Should Loosen It Up. You Get This Cos The Diff Binds Up.

Make sure the wheels are straight when you try to put in back into 2WD as well.

If you have uneven wear on the tyres (and I don't even mean different size tyres but just uneven wear between them) it can be hard.
You can do it the nice way by rocking the car back and forth in reverse and first while pushing down on the lever. Keep in mind you don't need to clutch to shift in or out of 4wd only low range needs the clutch. Or you can do it the way I find it works most times and thats kinda on the lines of what Alex said.
Hammer down on the lever with all your weight while in reverse gunning it.

drive in either foward or reverse and simultaniously slam on the brakes and push down on the lever. Works every time 4 me

This is caused by axle wind up And is common in all four wheel drives, matter of fact the army has to take preventative measures on the rear diffs of all their 6x6 land rovers every 100,000 k's or so. But if you only use 4wd when you need it this shouldn't happen.
