No secondary jet function on EA82, don't know what else to try

Hey everyone,
So here is my story, not too long ago I bought an L series and set about restoring it for a roadworthy, however, it has no power in high revs.
I quite quickly determined that it was a Seconday jet problem and set about properly rearranging the hoses to the Carby Manifold, valves and canisters as they were ALL hooked up wrong. This made no difference.
I then checked all the valves and charcoal canister for leakage or failure and it was all fine.
Today, I pulled the carb down and installed a carby kit, I found o rings that were quite misshapen and replaced everything and blew the jets out with a compressor. This certainly gave it awesome low rev range power but the seconday jet is still not squirting fuel in to the carby when I put the foot down. If I disconnect and suck on the vacuum line going to seconday it will open as it is supposed to, however, for some reason it will not open as per normal operation when the motor is running. I was using a clip I made to open the seconday throat when the primary throat is 2/3 open although this is not the way it should be and with it the car uses too much fuel to be my touring car.
Sorry for the length of this but I don't like to ask anyone until I have tried all I can think off and am out of ideas, such as now. Any help, advice, suggestions, theories are more than welcome.
