The idle cannot be adjusted, so if its idling low, it shows there is a problem. Has the check engine light been on at any time?
My first suggestion would be to check the stored codes in the computer.
Find 2 single black connectors up near the steering column and switch the key to "on" but dont start it. The check engine light should flash a code of short and long flashes. Report back here when you get a code and we will help you

I've seen a few on Subaru, can't count how many on Holden.

Get it to a mechanic and tell them everything it has been doing, how long since anything been done to it, make sure they have your number and ask they ring you for authority to do anything more than diagnose , price and availability of parts needed to get it right, and labour of course ,at this stage

What bout the speed idle sensor can that cause the problem which is making the car run low idle instead of running the right idle

Definitely look at cleaning the Idle Air Control Valve and also run a can of Subaru Upper Cylinder Clean through the intake. Depending on Kms of the engine, you might want to look at getting your Injectors cleaned and when was the last time the Spark Plugs changed? and also check the resistance on you Spark Plug Leads.
Grab yourself a copy of the Workshop Manual, if you don't already have one

My money would be IAC issue, so yes get that checked, yes I agree what RSR555 above.
