Brake shudder possible causes

OK, so I've come across this several times before in different vehicles but I'm considering buying a newer Liberty (GEN4) and one I like has a shudder under brakes (that you can feel through the steering), more noticeable at highway speeds. There is no shudder when not braking. It doesn't seem to be any better or worse when cornering.
Please list the possibilities that could cause this (so I can use them as a bargaining tool). I just want to work out what I could be up for $-wise.
I am led to believe it could be either slightly warped rotors or possibly a buggered wheel bearing, but the bearings are making none of that characteristic noise they do when they are normally wearing out.
