can anybody help me with this out of ideas

G'day Crazy!
$500 for a 99 foz?! That's insane, even with the flooding of the motor - I've read the posts in the link you gave.
The next thing I think you could/need to check is the cam angle sensor, crank angle sensor and to make sure that the cam belt is properly aligned - if the belt has skipped a tooth it will run poorly.
Have you checked all the other sensors - knock, o2 (exhaust), temp and throttle posistion sensor? If the motor spent some time partly submerged one or more of these sensors may be water damaged, best to check them all out to see that they are working as they should be. If you don't have a manual, get hold of a gregories or haynes manual - these will have the specs of each sensor's correct operating perametres that you'll be able to test for with a multimetre.
Other than that I'd be making sure that every plug is free of water damage/dirt etc with a bit of WD40 or the like.

you need to go through and one at a time unplug and clean every single plug you have on the motor/ engine bay
start with the throttle body when you do this have a can of wd40 and a soft tooth brush ready if there is green corrosion on the brass tabs of the plug spray it with wd40 and then brush it gently until the corrosion is lifted you need to do this with the male and female parts of the plug
I had a similar problem with my wifes liberty after I power washed the engine it dried out but didn't run properly for 2 days until I cleaned all of the little plugs
it was so much fun I've never degreased that engine again

Surely the ECU is producing some error codes...Does the check engine light come on?

i put new plugs wires ecu and coil fuel pump the timing is dead on it runs just wont idle and kindof boggy

you may have changed the spark plug leads, ecu etc but have you changed the wiring harness (a complete re-wire?) thats why Ive suggested cleaning all the little terminals on the engine and as has been suggested have you changed the oxygen sensor on the exhaust?
when the engine runs what sort of exhaust does it have?
is it continually steamy or does the steam go away when it heats up?
you may find that when it was started to clear the engine the water pressure may have bent a valve (yes even with the plugs out this can happen)

i havent changed the o2 yet but i will tomarrow i think i need to do some waterproofing b4 i go out again is there a thread about what to water proof and how i know that the ecu to be sealed and higher mounted snorkel for engine and vent tubes for the tranny and the diffs but what else

Did you have water in the cab?

yes all the way up to the seats so i drained it out replaced the ecu with a new one from a salvage yard it has all the same #s as the old one dont know what else could be wrong with it

just wondering if you've drained and checked the fuel at all? also was it flooded in muddy or clean water? see what else is said but if you think its a bent valve a compression tester should pick it up and most mechanics will have one of these! or if you still think its fuel remove and get the injectors cleaned (cheap to have done) but do the filters as well although these things are unlikely it saves doing them in a service later!

It has 150 psi in every cyl fresh gas and filter replaced injectors with ones i had on another motor still wont run right i think this is a lesson i learned the hard way

the only two codes poping up on my computer are fuel level sensor and po440 evap emision no other codes

i think im going to give up on it ive tried everything i can think of plugs wires ecu coil maf tps iac cam sensor crank sensor i dont know what could be wrong thanks for the help guys
