Rear Brakes

Hi all,
Recently when I did my EJ conversion on my RX Turbo, I also added in the booster, master cylinder and abs unit from the legacy halfcut. I also removed the hill holder.
My brakes work better now than they did before (they even passed the rego check), but my back brakes are almost doing nothing. If I drive along a dirt road, throw the car sideways and slam the brakes on as hard as they go I still can't get the rears to lock.
I didn't install the lib proportioning valve as I was under the impression that my car already had one, but should I perhaps swap my current one for the lib one?
I know it's not a problem with rear brakes themselves because they used to work fine before the changeover.
