EA81 cutting out under load

Hi all
As the title suggests the EA81 in my Brumby cuts out / misses / shudders under load (up hills or attempting to gain speed quickly). The timing looks ok at about 7 deg BTDC. I have just replaced the leads and used some engine flush and put in some good quality valvolene 15-40 synthetic oil and replaced the filter.
The engine pops when you rev it up and back off and I struggle to get it to pass 100. I generally run it on standard unleaded with no additives.
Last time I took the plugs off (reasonably new bosch ones) they all were dirty to varying degrees. I cleaned them and put them back in but to no avail.
My suspicion is that the vacuum advance on the distributor (electronic) is stuffed, though when I have the timing light on it, I do see it move if I give it a rev.
