'86 L Wagon EA82 Cold Starts Choke?

Hi guys, ive been having some major issues with starting my car of late when the engine is cold. ive poked around and it looks as tho the choke isn't closing completely when u hit the pedal before I start her up, you can push it all the way but on its own it struggles, ive cleaned as best i can without taking the whole carby apart. anyone got any suggestions?
