excessive fuel consumption... what else can i do?

FYI: According to my stats, that range would be normal. But I have this dysfunction in my brain that prevents me driving economically for a whole tank. Wears off shortly after the memory of how much I paid for the fuel fades.

I just went and checked my old L-Series wagon fuel stats and noticed I averaged 12.35l/100km over 23000km. Car had just under 250000km on it at the end of that period. Best I got was 9.41L/100km (ULP) and worst was 15.11L/100km (Premium ULP). It actually used more on premium fuels, but went better with advanced timing

For comparison my MY92 Liberty wagon (EJ22) averages 10.57L/100km (stats for over 200,000km) and newish MY05 RS Impreza (EJ25) uses 9.13L/100km (stats from only 549km).

Both these vehicles weigh the same and are well over 200kg heavier than the MY89 L-Series wagon and are constant AWD. Interesting huh?

One other thing to mention is that often when people calculate their L/100km or whatever their method is flawed. The only way to do it is to fill the tank to the brim (so you can see the fuel in the filler neck - guarantees it is actually filled). This is the only way you can find out how many litres it used to go a given amount of km (reset trip meter at each fill, record the details: Litres + km travelled/ odometer.). To get the most accurate figures this must be repeated consecutively as long as possible.

An example of a bodgy method someone explained to me once was this:

The person had half a tank of fuel (on the gauge). They drove 200km and filled the car back up to half, and it only took 15L. Thus giving 7.5L/100km! Great, except the car could have used 16L or 17L, or 20L or maybe less - you can't be sure. The gauge doesn't give you an exact measure of how much fuel is consumed they are rather inaccurate at the best of times.
