Water temp issues

My ej22 l has a wierd temp issue.The thing warms up then drops temp.The needle moves up and down as you drive but its not overheating,sometimes it sits constant,the fans kick in.I've tried many techniques for bleeding but it still carries on.The temp used to sit constant before rebuilding,the motor has about 500km on itand has a new water pump and thermostat.Is this normal after rebuilding or is it something else?

Take the thermostat out and drill a 4mm hole in it where the bleed valve used to be.

or try the old thermostat - if you kept it
