Actuator issue!

I am trying to resolve a problem I have had since installing a RS turbo into my lib.
I had an issue with what I thought was the turbo, after putting a WRX mandrel bend exhaust from the turbo back, put another turbo on that had an actuator that didn't release, solved the tinging (not pinging) under boost, but had unlimited boost, had a bit of fun. I have put on another turbo and actuator and the luffing of the wastegate is back.
Any clues on how to remedy this properly, not just using a spring. Which has helped somewhat?
