I stumbled across the list explaining ADR numbers stamped on compliance plates and noted the codes for my L Series auto turbo are:

1 reverse light
2 door latches and hinges
3 seat anchorages
4c seat belts
5b seat belt anchorages

7 hydraulic brake hoses
8 safety glass
11 internal sunvisors
12 glare reduction (mirror?)
14 rear view mirrors
15 demisting of windscreen
16 windscreen wipers and washers
20 safety rims
22a head restraints
23b pneumatic car tyres

28a motor vehicle noise
35a braking system - commercial vehicles
37 vehicle emissions control

seems to me that most are a given expectation of what a car should have

is this engineers and administrators trying to dazzle with brilliance or baffle with bulls hit ?

Mandated progress. When my '54 VW Beetle started out, it wouldn't have qualified in more than 3 or 4 of those areas - if that. Yeah it had pneumatic tyres and hydraulic brake lines - but would they pass as safe now?
