Rust...

Hey all,
First post here, so go easy on my lack of technical knowledge please.
I am just wondering what my options are to control some minor rust in my (first) l series wagon. Their are two problem areas, one is the top of the windscreen panel, only minor surface rust. And the second more concerning section is the rear quater panel, has significant rust, bubbly paint etc. Seems to be that some mud/water got in between the rear panel, you can pull the floor in the boot up and see it (dirt). So my question is, can you replace this panel, or are panel replacement very hard, and id be better of cutting and welding in new section. When i find a camera i can post a pic up if it will help.
