2nd hand lift kit legalities?

I bought a 2nd hand 2" subamods liftkit recently of ebay, ( sorry if i beat anyone from here :) althought there still a couple for sale in the for sale section here) and am now trying to get info the requirements of having legaly installed.

I called vic roads but they werent much help, first he said all liftkits need an engineers cert, then he checked with someone else and replied with something about if it's a third or less of the origional suspension or something, that it could be ok, and to check with subaru or a specialist shop.

Now I recived no papers or anything with just the kit, it just has manufacturers stickers on it. I have a mechanic friend who ill get to install it for me who works at a local ford dealership, is this enough or do I need some sort of paperwork?.

So what I really would like to know is:

1/ Is it ok just to have the lift installed without paperwork certificate or whatever they want seeing it's a 2" lift?

2/ Should I try the manufacturer for the paperwork saying it's approved?, or would this just be a waste of there time seeing it's 2nd hand.

3/ What have other done in regards to fitting 2nd hand kits. Of coarse all replies will be hypothetical after reading the thread about "watch what you brag about online" lol
