Catalytic Converter problems

Hey guys, i just recently had to repair my exhaust on my 1991 liberty wagon (the headers on the left hand side had broken off at the join between the other side and the cat). So after a thorough inspection the only remains i found of the cat was 1 tiny piece of honey comb trapped in a steel wool baffle (had a 2 inch muffler and pipe fitted a few years ago and the guys who did it must have shoved this honey comb chunk wrapped in steel wool right on the join of the pipes, and didn't tell me that it was missing!) On finding this i then looked further to find the cat chamber as just an empty shell. Now here's the tricky part, i figured if the car had been running fine without it for 5 years why would it change anything now? all i have done is taken the headers off taken the chunk of honey comb out (but left the steel wool baffle in) and welded the pipe back on. Now there is a tremendous flat spot on acceleration, no matter the gear as soon as the foot touches the pedal to about 2cm down, its as if the car has stalled or dropped right back down to idle or something, but as soon as you press past that point on the accelerator the car is fine. any suggestions guys?
