What the heck is this bit?

There's a spring loaded thingy that pops up when pressed, located just to the left of my shift lever in the 96 Outback.
Anyone know what it is?
I don't have the owners manual, and it's driving me batty trying to figure out what this thing is for.

power button, trac control, height adjust, is it like a electrical buttong or what ?

No, it's just a plastic thing, hollow, about 10cm long. Pops up about 5cm on one end when pressed.

Is for a fuel card or for a supply of business cards or similar.

Quite handy actually.
