Glass packed muffler failure, blocking tailpipes?

At work today I noticed something up one of the twin tips from my rear muffler on the Liberty.
Despite looking like a dead bird at first, it was the glass packing poking into both tips past the broken perforated plate I guess was supposed to be holding the glass in. The muffler is in good condition, no rust at all but the remains of the perforated plate was in bad condition.
I am concerned that this is choking off the motor.
Anything wrong with just ripping out as much of the glass as possible?
Would it have even been in the muffler as bought or did someone likely stuff some rolled up glass in there to shut it up a bit? I didn't see any perforated tubes in the centre of the glass, just a rolled up mess of fibreglass matt behind each tip. Packing pretty thick as it tries to squeeze out of the muffler.

Mate, sounds like you might need to check your muffler bearings. On your model, they should be ceramic ones, so look for crazing in the glazing...
