The woes of the 'new' Liberty

The kid in me is over the moon with the Liberty wagon, but it does come with a small amount of baggage.
Firstly it isn't impressing me with it's awesomeness powerwise as of yet.
It came with a non-functioning boost gauge and I had no idea what it was producing, so I replaced it and turns out boost peaks at a flat 5 PSI. (I think it hit the heady heights of 7 PSI once when I was trying in vain for the manual boost controller to control anything). Assuming that this low boost was the reason for the ordinary performance, I wound out the controller some. This first adjustment did squat so I played more and eventually wound it right out and then right in with no change in max boost pressure.
I'm not sure if the controller is plumbed up backwards or to the wrong vacuum line? Maybe the vacuum lines are incorrectly plumbed to start with? I did see two vacuum 'ports' without a vacuum line on 'em!
Also why would it need a manual controller when it has a VOS chip? I thought the chip covered boost control?
There is more but I'll post them in new threads for clarity.
