EJ22 isn't really worth mucking around with to gain better power output... thats my opinion and i've heard guys spending over a grand trying to improve power output on EJ22 and getting nowhere...
Suspension - yes outback struts & outback trailing arms mounts/blocks etc. Springs are the same between Liberty/Legacy & Outback so you'll need raised coils to get extra 1".
Globes - easy, there is phillips head screws around the surround, undo them, there is about 4 more screws holding the cluster in, and remove the cluster, behind them there is small notches that holds globes in them, sometimes these globes has a coloured sleeve - i recommend you to remove them as they're crap and takes out a lot of lighting.
Headlights - not much you can do with them, they're always like that, have a look at the reflecter, it could be 'worn' down/faded - two options is to get good set or get it re-chromed - can't help in America.. Otherwise you could add external full beam lights.
exhaust.. can't help much as i haven't done anything, some people have done 2" flow thru.. but others have their own opinion.

edit - you could try which I havent done before with dim headlights is to re-wire with relays and direct from battery?
