The justification for the timing belt was that it was worth doing early, seeing as the heads will be off anyway.

Yes it sounds like the wire has come off the locking mechanism or faulty unit. Thanks for all of the replies guys. Confirms what I suspected; the overall condition seems consistent with country driving and good maintenance. Might be time to give the dealer a call and lose my Subaru cherry.
