The answer is yes, a 15" rim will stick out past the body work. Its very minimal however technically you can be fined for it (i was many many years ago).

Just be aware that if you go to a 15 and that high a profile tyre it will do evil things to your speedo reading and you may not like the new gearing.

My radiator has 2 plugs as well however i think that 1 is for the thermo and the other is for a temp gauge. They both have pins however i think from memory i have only ever have 1 wired up.
